Strengthening Cyber Defense: NCSA and the Ministry of Finance Sign MoU to Enhance Cybersecurity for Thailand’s Fiscal Infrastructure

22 December 2025 — The National Cyber Security Agency (NCSA) and the Ministry of Finance (MOF) signed a Memorandum of Understanding (MoU) to strengthen and enhance cybersecurity measures for Thailand’s fiscal infrastructure. The collaboration aims to ensure that cybersecurity practices remain aligned with the evolving cyber threat landscape, thereby supporting government financial operations to be carried out efficiently, transparently, and with sustainable public confidence.

The cooperation seeks to support and promote the development of cybersecurity knowledge and skills, raise awareness of cyber threats arising from the use of digital technologies, and implement integrated and modern operational approaches that align with current circumstances. It also emphasizes the importance of continuous academic and technical cooperation in cybersecurity.

In addition, both organizations will work together to coordinate, provide support, consultation, and assistance in developing cybersecurity workforce capabilities. The partnership will also support the implementation of national cybersecurity policies and action plans in order to strengthen protection, prevention, response, and systematic risk reduction against cyber threats. This includes monitoring, tracking, analyzing, and issuing alerts on cyber threats, as well as exchanging cyber threat intelligence in accordance with international standards and enhancing the country’s national cyber alert system.

Mr. Atthapol Atthaworadej, Deputy Permanent Secretary of the Ministry of Finance for Administration, stated that the fiscal sector and the country’s public financial management systems are critical infrastructure that play a direct role in maintaining economic stability and national confidence. Digital technologies are widely used across government financial systems, including public financial management systems, revenue collection systems, budget disbursement systems, and digital services for citizens.

However, technological advancement also brings increasingly complex and severe cyber threats that may affect the continuity of government operations, the credibility of public institutions, and the confidence of both citizens and the business sector. Therefore, the Ministry of Finance recognizes the urgent need to strengthen cybersecurity measures within the country’s fiscal infrastructure and is pleased to collaborate with NCSA in developing mechanisms for cyber threat monitoring, coordination, and response in a systematic manner.

Air Vice Marshal Amorn Chomchoey, Secretary-General of the National Cyber Security Agency, emphasized that cyber threats today are increasingly complex, interconnected, and expanding across multiple domains. Addressing such threats can no longer be handled independently by individual organizations; instead, it requires integrated cooperation, effective coordination, and systematic information sharing among relevant agencies.

The collaboration under this MoU will play an important role in strengthening mechanisms for monitoring, detection, analysis, and response to cyber threats within fiscal sector agencies, enabling them to respond more effectively and promptly to emerging cybersecurity challenges.

The Secretary-General also highlighted the importance of developing cybersecurity workforce capabilities alongside the enhancement of technical standards and security measures. This cooperation will support the development of skills, knowledge, and cyber awareness among government personnel, enabling them to operate in alignment with national cybersecurity policies and action plans.

Furthermore, the partnership will establish an important foundation for developing cyber risk management mechanisms at the sectoral level. This will help strengthen the preparedness and recovery capabilities from cyber incidents (Cyber Resilience) of critical fiscal infrastructure organizations and elevate Thailand’s cybersecurity approach from case-by-case responses toward a more systematic and sustainable long-term cybersecurity management framework.
