FBI Partners with Private Sector to Disrupt Large-Scale AI-Powered Phishing Platform

The U.S. Federal Bureau of Investigation (FBI), together with Google and Lumen’s Black Lotus Labs, has taken action to disrupt and dismantle a large-scale cybercrime network operating as a Phishing-as-a-Service platform under the name Outsider Enterprise. The platform reportedly used artificial intelligence (AI) technology to create phishing websites designed to steal users’ passwords and credit card information. This operation is highly significant, as the network caused harm to hundreds of thousands of users worldwide. Reports indicate that the platform may have been linked to the theft of more than 3.8 million credit card records and caused economic losses estimated at up to USD 1.9 billion.

Outsider Enterprise has been active since at least 2023, using SMS messages sent through major telecommunications providers to impersonate trusted organizations. According to Google, more than 9,000 fake websites and over one million malicious URLs were detected. The disruption was part of a legal operation by the FBI in coordination with the U.S. Department of Justice. Authorities seized related domains and displayed seizure notices pursuant to court orders. They also seized management servers, test accounts, Telegram bot accounts, and approximately USD 100,000 worth of digital assets. At the same time, Google filed a civil lawsuit targeting the criminal group’s infrastructure and coordinated with mobile network providers to block fraudulent messages before they reached users. Therefore, users and system administrators should exercise increased caution when receiving SMS messages containing suspicious links or requests to provide personal information. They should verify the source through official contact channels of the relevant organization or agency before taking any further action.
