The Norwegian Digitalization Agency, or Digitaliseringsdirektoratet (Digdir), disclosed that Norway’s central government digital infrastructure was affected by a large-scale Distributed Denial-of-Service (DDoS) attack starting at 03:38 CEST on Monday. The attack disrupted services used by government agencies and the public, targeting infrastructure that supports Digdir’s services and its operations provider, Vivicta. Digdir is responsible for central digital government services in Norway, including login systems for public services, electronic ID and signatures, secure digital mail, government forms, access to public information, and data exchange between agencies.
Digdir stated that several services were unavailable for short periods after the attack began. Many systems have since been stabilized, but some services, such as ID-porten and eSignering, remain only partially available. Users may experience issues such as failed connections, slow server responses, or unusually long login times. Other services that rely on Digdir’s infrastructure were also affected even though they were not directly targeted, including Altinn, a central platform for communication between citizens, businesses, and government agencies, as well as Skatteetaten, Norway’s tax authority, which warned users about login problems and advised them to try again later.
Frode Danielsen, Director of Digdir, stated that the investigation has found no indication that the agency’s systems were breached or that personal data was compromised. This incident marks the third DDoS attack targeting Digdir in recent months, following previous incidents in June and on August 3. Digdir has reported the incident to the Norwegian National Security Authority (NSM) and the Norwegian Data Protection Authority, Datatilsynet. At this time, no official attribution has been made regarding the source of the attack.
