Japan’s Financial Sector on Alert Over Mythos, Fears Advanced Vulnerability Discovery Capabilities

On April 24, senior executives in Japan’s financial sector formed a special task force to address potential cyber threats posed by Mythos, an AI model developed by Anthropic and described as a “super hacker.” Concerns were raised after testing reportedly showed that Mythos could identify previously unknown vulnerabilities across all tested web browsers and operating systems-including flaws that had remained undiscovered for up to 27 years. The model was also able to chain these vulnerabilities into complex attack scenarios. Japan’s finance minister described the situation as “a crisis that has already arrived,” while banking executives warned that a severe breach could force institutions to shut down IT systems and revert to cash-based operations.

Currently, Anthropic has implemented strict access controls, limiting Mythos availability to a select group of vetted VIP organizations to prevent misuse. This restriction has prompted regulatory pressure from other countries, including Germany’s central bank, which has called for more equitable access comparable to U.S.-based organizations. Threat intelligence experts have described the reaction as a “Frankenstein reflex,” where organizations rush to obtain powerful new technology out of fear and hype, even if they are not fully prepared to use it effectively or may not actually need it for their current threat landscape.

However, some cybersecurity experts argue that concerns surrounding Mythos may be overstated. While the model demonstrates strong capabilities in discovering and correlating vulnerabilities, most real-world attacks today still rely on simpler methods such as leaked credentials and social engineering rather than sophisticated zero-day exploits. Experts from Proofpoint and Sublime Security recommend that financial institutions prioritize strengthening existing defenses, conducting regular vulnerability assessments, and applying patches promptly, rather than focusing solely on a single AI model. In the long term, they note that other AI systems are likely to reach similar capabilities.
